For most import alerts, you are also expected to supply information relating to a minimum of five entries shipped to the U.S. and subsequently analyzed or examined and found to no longer be in violation. Submit the following documents for each entry you supply in support of your petition.

• US Customs Form 3461 or US Customs Form 7501
• Invoice
• Packing List
• Bill of Lading
  

请问，文中提到的“a minimum of five entries ”指的是FDA根据解除请愿书及提供相关证据初步批准解除import alert之后，在FDA监管下再试发的五票货的报关信息吗？

我个人认为应该是你说的意思，解除import alert的启动的前提，应该是有需求方，同时被进口禁令的公司对于是否能够解除import alert是有一定的信心（不然运过去的货就回不来了）。至少五批的entries在需求方的商业采购下，运至美国的海关后扣留(约30 days做出是否解除进口禁令的结论），然后随同提供相应的信息资料用于FDA进行分析审核和检查。至于为什么会提出至少有5次的产品进口要求，一是增加相应被警告公司解除import alert的约束，就是说是有一定的成本要求的（不能哪天想的要解除，就提出解除申请，这样会大量浪费公共的执法成本）；第二，也是增加需求方的连带监管责任或成本（供应商管理），起到多管齐下的作用。@Jason

其实在解除申请的否决常见理由中也提到一下的原因（红色字体），这个可能也是起到一定的约束的作用。
